The Chief of Police of Philly, or a Sheriff can appoint an officer or deputy the duty of dealing with LTCF's since they act on his/her behalf.

Since this is the second post on this topic by the same poster. I now have to ask what information was inaccurate and untruthful you said in the other post you were arrested. For what ? That would make you a danger to public safety ? Was it drugs if the answer is yes then you can be turned down and you need a lawyer to clear your record ! Was is shooting at someone ? What was the reason for your arrest ?
