Appart from Philly, Its always the sheriff, in Pilly its the chief of Pd.

Call the Erie County Sheriff's Office, Patrol Headquarters at:

Firearms Division (814) 451-7444. You'll be speaking with Sgt. Amendola (sp?) who is the head of the Division. The sheriff will do the sign off and is a very very pro-gun person and nice guy in general.

I don't know much about the requirements for the FFL, but I thought the Chief Law Enforcement Officer is actually the District Attorney.

I had my local Police Cheif sign off on mine. They also did the prints for me. After you get your FFL then you are allowed to apply for your State License - You do that through the Sheriff.

"IMPORTANT: The chief law enforcement officer is considered to be the Chief of Police for the applicants city or town of residence, the Sheriff for the applicants county of residence, the Head of the State Police for the applicants state of residence, a state or local district attorney or prosecutor having the jurisdiction in the applicants area of residence or another person whose certification is acceptable to the Director, BATFE......
