Armalite AR-30 is another fine rifle. 308,300 WinMag, and 338 Lapua. Tikka makes a tactical model, as does CZ. Remingtons are also a good choice(700p 700 LTR.

Well, he's planning on shooting animals. .204 will be too small for deer and many think .223 is not adequate. The Grendel is rarely found in a bolt gun, but is an excellent substitute for the .308 (and perhaps better).
And to add...most decent hunting bolt rifles will kick the snot out of an old milsurp..."sniper" version or not. OK....let's recap...he wants to shoot paper and animals. For varmints the .223 would be best at his ranges on a budget. Otherwise, whatever caliber floats the boat. For deer, he really needs 6mm/.243 a a minimum. Bolt guns to hunt with and get best accuracy.

If you want a nice rifle look at the Sako TRG's. Check out www.snipershide.com for alot of good forum info. I bought my TRG-22 about a year and a half ago and put a Leupold Vari-x III LR/M3 3.5-10x40 scope on it, Badger Rings, a Near Mfg. base, a factory bipod, factory muzzle brake and a spare 10rnd mag. I have alot of money tied up into it but it's a shooter and it's military grade. The Finns use them along with many other units and agencies. I've used mine for groundhog successfully out to 500yds and make hits on a 5"x5" steel swinger at 560 yds every shot. You'll but some cash down for one but they're still a little cheaper than Accuracy International AWP's.

Try a 6.5X284 win. on a Rem. 700 long action. There are many barrel companies that make barrels for this round. Hart in Nescopeck PA is a good one. The brass can be bought from Midway and is made by a couple of different companies. Bullets in the 140 gr. range seem to be the most popular. Berger and Lapua make very good bullets for this round. I also seen that Savage is chambering a 6.5x284 if you want to save some money. I think they are around 1000--1200 dollars. Whatever you get mount a high end 30mm. scope on it.
