Have you looked at the most recent copy of Writers World? There are sample letters that you can use as a guideline.

Have you joined PennWriters? They have regular meeting groups all over PA and an Area 7 group for ex-PA-triots like myself. There are also special interest groups (Sci-Fi and Fantasy, for example)

Would attaching a twenty Federal Reserve Note after the cover page get someone attention to read it?

I'd read it I would suggest a change:

As he embarks on a journey through the already storm-ravaged New Orleans searching for safety and shelter

Either add "city of",. before the words new orleans, or lose the word "the". Otherwise, A OK
