Default Out of state hangun license requirements?

I was told by a friend who participates in competitive pistol shooting, that if you have any restrictions in your pistol license, you can not get permits in other states to be able to compete. Any imformation will be appreciated, thanks.

Only partly true.

If you have a "restricted" carry license from a state other than PA, you are generally not eligible for a PA LTCF. (Unless your state does not issue full carry permits).

That said, you do not need a permit to transport (unloaded, w/ ammo & firearms in separate containers) your handgun(s) into PA for purposes of competition.

The above is provided you are going to and from the competition ONLY. If you transport for any reason not exempted by 18PACS§6106 paragraph (b) you will need a LTCF or a full carry license from any other state (ref: 18PACS§6106(b)(11).

Here in Orange county NY they do issue full carry pistol permits. Mine on the other hand says " hunting and target practice only". As you can see is not a full carry. So does that mean that I could not compete in other states?
