Hi-Cap Mag permit? WTF?

The Ohio prohibitions no longer exist. OH created statewide preemption either last year or the year before.
In Massachusetts, if you have the Class A permit to carry/possess - you can own "standard cap"(hi-cap) mags. Take a look at this PDF file on www.handgunlaw.us for more info. If you've never been to the site before, you might find the 'US Off-Limits' pages interesting, because it breaks it down by state and tells you the info (in a nut shell) you need to know on firearm and concealed carry laws.

What is the formula to determine what a hi-cap is? If a maufacturer makes a 7 round magazine for a gun that prior to that came only with 6 round mags, is the 7 round mag a hi-cap? For a Springfield XD .45, 13 rounds is hi-cap. For the same gun in 9mm, it's 16 rounds. I've seen 75 round AK mags that were sold as "novelties" as opposed to "uber-hi-cap." Seriously, is there law that comes down to a number to classify a mag as hi-cap?
