No handguns through USPS unless you are an excepted entity (FFL/LEO/etc)

For shipping long guns:

No markings on box.

Must declare shipment is firearm to clerk.

Recommend full insurance and restricted delivery (addressee/auth agent must sign for package personally)

I hate to dig up old post but...

What about my brother in law in New York. He has a PA permit and has my fathers guns. I want them here in PA. What can i do to get them? Do i need to use an FFL? Can he just bring them to a PA dealer or does he need to ship them.
Can i do the transfer at a sheriffs office?

Handguns or long arms, as long as he can legally transport them through NY, he can transport them to a PA FFL himself and then the FFL can transfer them to you after you undergo the PICS. (Interstate transfers of guns must go through a FFL)

By law, the sheriff can do it, but I hightly doubt that you will find one that will do it. Easier just to do it through a FFL.

If your brother lived in PA he could give you any long arms with no paperwork. Handguns would still have to go through a FFL.

Just to make sure I understand what's been stated in this thread;

When selling a pistol out of state I first receive his payment via USPS money order. I then need his FFL to fax their information to me to verify that they are legit. I can then package up the firearm and ship it via UPS or FedEx; Or I could have it shipped through USPS, but only through my local FFL.

Am I correct in my understanding?

FFL is not obligated to send you a FFL copy.
Some will send you the copy, some will not. For those that do not they will send you either the whole FFL# ~or~ the first 3 and last 5 of their FFL#.

Regardless if you get a copy or just the #, you *should* then verify either one through ATF EZ-Check:

or by calling ATF Licensing Center.
