I don't see why this is such a big deal. I understand your frustration, but the remedy is simple. You post in the feedback section what your experience was and don't do business with him. Isn't that the best way to deal with this type of situation?? JMHO

Jaybell's answer is dead on.
The short answer is there is no site policy on this. The long answer is that it is considered by many to be poor etiquette to conduct a for sale add in that fassion. Feedback is a useful tool

One of the fishing sites I belong to has a pretty good rule. Any for sale items must have a set price and the 1st "I'll take it" post gets it. Eliminates any confusion. The only way around it is if you offer items for trade then you can kinda sift through offers but they don't allow "cash or trade" posts, it's one or the other.
