As for helping the cop, there is no preemptive measures to protect you from a lawsuit like there are for LEO's. But you do have the authority to render assistance if the LEO asks or is need of it. I think its §508 that provides justification for the use of force while making an arrest, and for those assisting an office, or assisting another person making an arrest.

Common law Hue & Cry and Posse Comitatus provide support for making or assisting in arrests.

My instinct would be to jump in and help.

I hope that I would remember to call 911 first, but I know that I'd get involved and hope for the best after all was said and done.

How do you know the officer wasn't beating on the assumed perp for no good reason, and said "perp" is in the process of defending himself?

I've watched enough of the "bad cop" videos posted here to know how things go down...
