No law against folding stocks in PA.

you need to swap out some parts on the gun to get the folder on legally under Federal 922(r) rules.

but in a nutshell, the chinese and russian SKS is banned from import, the current ones are C&R so they are ok to import.

to change any of the post89 SKS to a folding stock requires some swapping of parts from foreign to US made.

the stock and handguard would be obvious US swaps.
get a US made gas piston and gas tube along with the folding stock and you should be OK.

the 922(r) restrictions have nothing to do with the now defunct 1994 AW ban(922(v), these have no sunset and are importation and assembly laws.
Basically, in plain english it reads:
You cant make a rifle or shotgun in a form that is banned from importation, from all foreign made parts. reduce the foreign made parts to 10 or less, and the gun is considered domestic.

Tapco also has some nice kits for the compliance, you get a good discount on them. Very nice to deal with over the phone.

I have found that a call to the ATF is simple. You can always call and ask too.

I had the same problem with my sks. If you go online to TAPCO you can get a new operating rod and gas piston which are US made parts for about $30.00. Thay are two of the few parts subject to wear on an SKS anyway and are stamped with "TAPCO" so they are obviously US parts.

I like wood stocks best but that is sweet looking.

More felt recoil because lighter stock most likely. Also the shape of the stock may be different changing the perceived recoil. But, I would say mostly weight.
