I cant say for sure, but NCIC does not cover anything outside of our country... I cant see why it would prohibit her from getting a license.

The issue, as I see it, is what questions are on the form. If the form specifically asks if you have ever been arrested for posession and she answered anything other than yes it could prove to be a problem. If she answered no and the background check showed the arrest then she would be guilty of falsifying a government document and possibly, since the document is sworn, perjury. Take a look at the questionnaire and advise her based on the quesitons.
