Unfortunately, Florida does not have a Lawful Purpose clause, their Law strictly forbids firearms in a school unless it is for training purpose.

FL laws about this given situation, the bold ones directly relate to this situation. Also, all English Common Law applies in FL. Any Common Law ruling back to the age of the Romans has legal bearing in FL because Common Law is coded to be law - so long as it doesn't violate State or Fed Constitution.

As previously stated, property extends to the center of the roadway with the government having an easement for roadway and sidewalk. The bulge from the news reporter's sidearm could have been spotted. News reporter was wrong.
Luckily, here in Pennsylvania we do indeed have an "other lawful purposes" exception to the law - which has never been tested in the courts, either by the prosecution or the defense. Any LTCF holder found possessing on school property has been charged with trespass, after having been asked to leave, but not violation of 18 Pa. C.S. 912(b) (Possession of Weapon on School Property). Personally, I don't think any DA wants to touch the subject for fear of getting bitten hard by the "other lawful purposes" clause since an LTCF is indeed issued for such purposes.

ahhh I see what you meant now.. lol ma bad...
In good faith, its probably safe to assume that the reporter at some time stepped on the grounds. I doubt an officer would risk false arrest charges if there wasn't something there substantial to back it up. They carefully teach trespass laws to LEO's and security in FL. That study had more hours than the use of force.
