Default Non-Resident licences?

As a resident of PA, I wonder what states allow a PA resident to request a CCW permit for non residents. I don't want to travel to said state to do it, so do any states allow you to do it by mail?

Florida used to, not sure anymore, sadly I let mine expire about 2 years ago.

New Hampshire is the easyest, and quickest. Send in copy (front and back) of your LTCF & drivers license and $20.00, and in about 7-10 days you will receive your license.

FL still does. But you need fingerprints, certificate of firearms competency, pictures, and $117.
