Default For law enforcement here, questions

When a PA LTCF is issued, does that information pop-up when an LEO runs a check on a driver's license during a traffic stop?

If yes; what, if any, actions does the LEO take when "armed" with that info e.g. call for backup? What other documents is our LTCF attached to?

If a firearm has ever had the numbers run through the system, is that information permanently linked to one's file?

This may be Secret Squirrel stuff that we are not supposed to know about, but I am just curious how much information is discovered on the squad car computers when we are asked to produce our papers.

1) No. It requires a seperate inquiry to be run through dispatch.

2) There is nothing attached to the LTCF other than the information provided when you obtained the license.

3) The only thing "linked" to the person are handguns bought or transfered in PA through a dealer. The running of a serial number does not link anything to a person.

Just to add...I don't know if other counties across the Commonwealth share status, but Northampton county can only check the status of LTCFs issued in Northampton county. Dispatcher has to call the issuing county to verify status of LTCFs issued by other counties.

Thats not entirely true. The Northampton county sheriff's department would only have records for Northampton county licenses however when you are stopped by an officer the dispatcher running the ncic computer can look up permits for the whole state.

Park Ranger (Federal) at Valley Forge Park once told me when they do a traffic stop they already know if the person the vehicle is registered to has a LTCF or CCW permit from any state. Sounds like he is blowing smoke.....anyone know if this is true?

From my experience, an NCIC query of a gun serial number only checks if its linked to a reported stolen firearm. Nothing else.

You can still run the serial number to find out who owns the handgun if it was bought or transfered in PA.

I don't know if it is done through the NCIC, which would show if it is stolen or not, but I do know officers who ask to check a serial number will also get the last person to own the handgun.

Please explain, as LTCFs are not carried in NCIC.

Total B.S. He was blowing smoke for sure. Why the heck would someone feel the need to make stuff like that up in the first place.
