First, let me say I work that area. I know it intimately. I would advise anyone planning to travel through that portion of Philadelphia, or who is intent on visiting the Zoo, to carry a gun. Preferably a large one (kel-tecs need not apply) and possibly a second one if at all possible.
Second, you've got to be kidding about the breaking the rules thing. Either that, or you need your meds adjusted.
In order to display a 'blatant disregard for the rules', those rules would have to be posted in such a manner as to be immediately and undeniably apparent to everyone entering the Zoo. They are not. While a property owner does have certain undeniable rights, those rights come with certain obligations. If they want a rule followed, they must clearly communicate their desire to all who enter the property. A single sentence on a code of conduct that the overwhelming majority of people don't read (or even notice) does not meet that burden.
Under current tort theory, they are also responsible for what happens as a result of conditions they set.
Most importantly, the Commonwealth recognized when it enacted legislation authorizing 'shall-issue' LTCFs that their legislative intent could be blocked if private property owners could restrict LTCF holders from carrying on their property under color of law. Theoretically, you could be forced to disarm yourself twenty times a day or more, and the legislature didn't want that. That is precisely why private property owners are not granted the same right to prohibit firearms, while other places are (courthouses, for instance).
You may choose to abdicate your right to self-defense to security guards who don't give a damn, and aren't equipped to do anything anyway. You may think that the thugs and predators that are so prevalent in society today (and especially in the area of our lovely zoo!) will choose to disarm themselves as well, and abide by the code of conduct just as you do.
Here's what I think. I think I've taken enough reports and made enough arrests to firmly believe that the criminals absolutely love people who think as you do, and that they are dying to meet you.
As for me (and mine), we carry guns.
