Frankly, no. Because the comparison has to be made between specific things, not vague abstracts. There is no comparing the abstracts of property rights vs RKBA, because you're not deciding between abstracts, you're making a very specific decision.

When weighing the specific issue as stated, no, the lawyer-driven and irrational carry ban by a public institution does not eclipse the individual's right to self defense. Now, if you framed a different question, where one specific aspect of RKBA is weighed against another specific property right, you might get a different answer: case by case.

This has been discussed before, http://www.pafoa.org/forum/concealed...hilly-zoo.html.
I was there last year and they do not have any kind of security check there. I just paid and they let us in. I had no problems carrying there. I wouldn't go there NOT carrying!

For the purposes of the OP, though: is there an actual no-firearms sign at the front entrance? IOW, putting aside the debate of policy-vs-law, is there even a stated policy about no guns?

FWIW, I found nothing one way or another at the PZ's website.

I'm not sure, but I bet there is one. Most places do have a no firearm policy.

Private-owned not public owned. There is a difference.

"Breaking news this evening, local man carries a concealed weapon into the philadephia zoo with blatant disregard for the rules..." You wonder why we have such a tough time keeping our guns in our hands? You people drive me insane!!!!!!!!!!
First, let me say I work that area. I know it intimately. I would advise anyone planning to travel through that portion of Philadelphia, or who is intent on visiting the Zoo, to carry a gun. Preferably a large one (kel-tecs need not apply) and possibly a second one if at all possible.

Second, you've got to be kidding about the breaking the rules thing. Either that, or you need your meds adjusted.

In order to display a 'blatant disregard for the rules', those rules would have to be posted in such a manner as to be immediately and undeniably apparent to everyone entering the Zoo. They are not. While a property owner does have certain undeniable rights, those rights come with certain obligations. If they want a rule followed, they must clearly communicate their desire to all who enter the property. A single sentence on a code of conduct that the overwhelming majority of people don't read (or even notice) does not meet that burden.

Under current tort theory, they are also responsible for what happens as a result of conditions they set.

Most importantly, the Commonwealth recognized when it enacted legislation authorizing 'shall-issue' LTCFs that their legislative intent could be blocked if private property owners could restrict LTCF holders from carrying on their property under color of law. Theoretically, you could be forced to disarm yourself twenty times a day or more, and the legislature didn't want that. That is precisely why private property owners are not granted the same right to prohibit firearms, while other places are (courthouses, for instance).

You may choose to abdicate your right to self-defense to security guards who don't give a damn, and aren't equipped to do anything anyway. You may think that the thugs and predators that are so prevalent in society today (and especially in the area of our lovely zoo!) will choose to disarm themselves as well, and abide by the code of conduct just as you do.

Here's what I think. I think I've taken enough reports and made enough arrests to firmly believe that the criminals absolutely love people who think as you do, and that they are dying to meet you.

As for me (and mine), we carry guns.

No worries, that's the way they roll there. Minus the hand grenades...maybe.

I didn't say public owned. I said "public institution," i.e., a facility open for public use as opposed to a residence.

Save your money and go to another zoo. The PZ is a waste! You can see more animals at Zoo America and less garbage!
