OK, I got back to Allentown alive. OC'ed breifly in the 15th District and didn't get shot, or cuffed. I did have to cover up to get things to proceed. It went................ strangely. I'm waiting to post more on that until I talk to Pa Patriot some more.

Then Headed over to Frankford Arsenal, where ErSwnn and one of his daughters met me for more OC fishing. No sign of the impersonator, and no hassles there. But I'm sure I'm not ready for kids. I thought for sure she was going to fall in the river

ErSwnn, thank you for coming. It was great meeting you and your daughter. I really needed a friendly face at that point.

PropCop, thanks again for your help. I'm glad we didn't need to call you, but I'm also glad we could have if nessecary.

sorry about this late response i just happened to stumble across this posting and i am truly sorry you had to go through what you went through. I really dont know who that clown was that you had the encounter with. the card you had belonged to me and i am a african american who does not look like the hulkster one bit. The Eastwick Bike patrol has never engaged in any form of harrassment of our citizens and respect the rights of peoples rights to carry firearms legally. We are not police officers and we dont pretend to be. The police brass at the 12th district know every last member of the bike patrol and has photos and credentials of all members. We are a non-profit 501c3 organization committed to protecting the rights of our fellow law abiding citizens to live free from harm and wrong doing perpetrated by the many thugs we have running around destroying our city with crime. The E.B.P has a great relationship with the 12th district police dept. and a very good track record with the entire community. I speculate that this person that harrassed you had my buisness card and cowardly used it to throw you off coming back at him. I can very well understand your resentment but it has been unfairly aimed at the wrong people.

sooooo, since this post got dug up from 6 months ago, I guess I'll ask....What ever became of any of this? Has the OP gone fishin' in that location since July, & if so has the Hulkster Halloween LEO ever been spotted?
Just how long does one have to catch someone for someting like this? Let's say the OP sees this guy next July. Can he still be charged? It's common knowledge that murder has no statute of limitations, but what about something like this? I was talking to the York City Police Commissioner earlier this evening and without going into great detail, our conversation touched upon a question that compared the proposed gun legislation in York to law already on the books such as a drug offense, he told me they have 7 years to charge someone with a drug related crime.

As soon as I realized it wasn't you (I spoke to you on the phone personally) my resentment was not directed at you or your organization. Thank you for visiting the forum, and responding to this. In post 27, and post 79 I explained that I had spoken to you and you were not him, and he was not EBP, merely impersonating EBP impersonating police:

I have been fishing at the Arsenal several times, OC, since then, including with ErSwnn after attempting to report the matter to 15th district who has jurisdiction. There have been no further sitings of the individual or harassment there. In trying to report the matter I went directly to 15th district (around July 20th, I forget exactly) and spoke to an officer through the service window. He refused to talk to me until I covered my weapon which he didn't notice until the OC part of the story came up. Then he refused to take a report, insisted that OC was not legal, and impersonating an officer was not a crime a Philly.

After that I contacted the AG, and PPD equivalent of internal affairs (I forget what they call it now). On 8/13/08 I received an e mail asking for my phone number. On 8/14 I sent it. Upon sending it I was called within 30 minutes by Captain Bachmayer of the 15th district. The upshot of that conversation was that they will be happy to take a report, but their opinion is that OC is illegal and anyone they see OCing (and especially me) will be arrested and they will let the courts sort it out. I have OCed in the area since then, though my fiancee usually asks me to conceal, except at the Arsenal where she knows I absolutely won't.

Meanwhile a member here (thank you. I'll let you identify yourself if you wish to) who belongs another law enforcement agency also having jurisdiction at the Arsenal contacted the LEOs there. They have a suspect, and last I heard were waiting for him to show up again so they could get a picture for me to identify. They were quite interested in stopping him from harrassing law abiding citizens in their territory, and were very aware of the legality of OC.

Actually, the non emergency numbers are pretty well for alarm companies, they are generally not made public, any public numbers will ask you to go through a department selection and hold you until there is no one calling in on the 911 lines.

The average citizen is not required to remember anything but the 911 number; it is designed for just this type of situation where you need immediate attention. To say it is not an emergency to have some one respond to a person intimidating you and impersonating a police officer it ludicrous.


Some communities have a non emergency X11 number such as 311 for things that are secondary such as removing a fallen tree from the road or stop sign missing… 911 is reserved for police, fire dept and ambulance work.

In this instance, the victim (op) was not in need only to identify the person talking to him as a police officer, but felt threatened, some thing a police should never be doing to a citizen.

I had the non emergency numbers for my area pretty well memorized. And in a few instances was asked to call 911 as a concerned citizen not the non emergency numbers. If there is a 311 in that area the dispatcher will be quick about telling you to use that next time and patch you through the proper number for your call.

As for your pet peeves, don’t impose to others what you impose on yourself, If you feel it is a good thing to remember all the police station numbers for where you might be at any given time, great, you hold for the next available operator once you listen to where to press to speak to a dispatcher, for the rest of us, there is 911
