I found a copy of the proposed regualtions: FWS-R9-NSR-2008-0062. Although a noble cause I see many logistical problems with it:

1. It does not provide for Open Carry States that do not require licensing to carrry a firearm such as PA's Open Carry status?
2. It only covers those individuals with CCW licenses.
3. It will not help in PA since we can not currently carry in our State Park Lands and therefore will not be allowed to carry in Federal Parks. "Analogous State Lands."

That is likely to change soon as a bill is going around to make state parks legal...

HB 1845 has the amendment for the state parks and LTCF permits. Original bill was HB 1292 Licenses, construction, Department of Conservation and Natural Resources, regulate the possession of firearms.

If the state park restriction is not lifted, why would we 'be good to go' in national parks. If we cannot carry in state parks then we cannot carry in national parks according to the proposed federal reg.

ti - That is the way I read it also. If the state doesn't allow carry in parks you will not be able to do it in federal parks.
