I was just looking at the Tioga County Sheriff's web site, nothing there jumped out at me as being wrong. Care to look yourself?

(isn't it 1 year or more?)

Yes and no.
The statement is incomplete - punishable by more than one year of incarceration. In PA, an M2 is punishable by up to two years, but the min/max rule says no more than 12 months of incarceration.

Anything graded HIGHER than an M2 can be punished by more than one year of incarceration.
