OK, so I have been OC'ing a great deal lately, just about everywhere I have gone in the past two weeks. Today I was going to the Monroe County courthouse with the other half to turn in her LTCF application. I had decided to use the occasion to test the procedure there. We get there and, opps, it's closed for Good Friday. Ok, so off we go to my insurance agent to renew my car insurance. I am with State Farm, Frank Burns is my agent. Leaving the other half in the car, I run in to the office.
I walk in, Mr. Burns is sitting at the front desk doing some paperwork. He and the receptionist both look up and welcome me. "Hi, how can we help you today?" "Hi. I spoke with you yesterday about my renewal, my name...", Mr. burns interrupts me and asks," Are you some kind of police officer?". I look at him and say,"No sir, why do you ask?". "Well, if you're not a police officer, are you allowed to carry that like that?". Five people in are in the office, all now intent upon our conversation. I say," Yes sir, I absolutely am.". "How is it that you are allowed to carry that way? Don't you need a Concealed carry permit?". "Well, first of all, Pa. doesn't issue Concealed carry permits, they issue Licenses to carry firearms, and..." "Look, I have mine right here, and I am sure you need one to carry a weapon, and I am pretty sure you need to keep it concealed.", he says as he whips out his LTCF. I tell him that as long as you are 18 you can carry openly in the state of PA, unless you are in Philly where you need a LTCF to carry concealed or open. I explain that you need the LTCF to carry in a vehicle, but that nowhere does any law say that you need to keep your firearm concealed. I also show him my LTCF and as he compares them he says,"Hmm, looks just like mine, only newer.". I show him that it is indeed a LTCF not a CCP. We proceed to talk about his owning many guns and I explain a few points about where you can and can't carry and how LEO's are apt to not understand the law as it relates to carrying firearms. He asks about bars, I try to answer his questions to the best of my ability. I tell him about the PAFOA website and suggest he check it out. Then I remember PaPatriot's flyer I had printed and carry in my wallet. He starts to talk about the Presidential candidates all being anti gun, and we get to chatting a bit more. The office girl, who now is no longer interested in our gun talk, and is impatiently trying to get my info to complete the paper work, motions me over to her desk. I ask her if she can make double sided copies, and show her the flyer. I tell her I want to make him a copy of it. She takes it and just copies both sides and gives it to him. She then completes my transaction in about two minutes and we all exchange pleasantries. I leave and run across the street to the car, where the other half starts bitching about why I was in there so long. I had been in there for about 30 minutes, lol. I told her what happened and she shook her head. "When I carry mine,", she says,"I'm not carrying it like that. Mine will be hidden all the time.". I told her that's completely up to her. We had to stop at Wal-mart, and she made me tuck my shirt over and carry concealed, because she didn't," have time for my shit", and wanted to shop without incident She kills me sometimes All in all, I felt pretty good about the days events.

Headcase,
You are starting to get me thinking about organizing a carry day picnic in my small town. Have some eats and get the other gun owners together to discuss the issues like we do at this site. There must be many in the community (big and small communities) that 'hidden' and do not know the actual law. Good example. |

I definitely made sure he was aware that you need a LTCF to carry concealed, but not open, only in philly. We chatted for a good 20 minutes,
