Not sure how soon you can submit the renewal, but I do know when/if it's approved your 5 years starts from the date of renewal, not when the old one expires, so if you do it too soon you're losing some time.

If they can take 45 days to process your renewal application for approval or
denial. I would start 45 days prior to the expiration of your current license.
With each County apparently having different procedures, I would call them
and find out. My L.T.C.F. was due to expire: 02-03-08, picked up my renewal
today from York County Sherrifs. Date of Issue 1-29-08, Expiration: 1-29-13.
Upon notification of approval from York County, you have 60 days to pick it up.
If you do not, you must re-apply all over again. Plus another Twenty-Five dollars.

When I went in I still had time left and they tried to talk me out of renewing early as you lose time. I explained I didn't know when I'd get back to renew so they took it went in the back and came back with my new license.

Never contacted my references although I had to list three on the renewal form

In Delaware County I would start the process about 60 days before your other permit expires. Anymore it seems more people are waiting longer for thier permits.

You can apply 60 days before you permit expires. In fact the sheriff is suppose to inform you a minimum of 60 days beforehand.
