I say if you pass a dress code, it should have 2 main targets.

1. Gets rid of the "fashion show" crap. Less distraction.
2. Makes clothing purchases for kids a heck of a lot easier.

Totalitarianism doesn't even come into place... its an institution where there is supposed to be one purpose, cramming knowledge into kids heads. Looking at public schools these days, it might not be a bad idea to give them structure and consequences for breaking it.
