Just got off the phone with PSP and the young lady I spoke to was very helpful.
Acording to her there is absolutely nothing illegal, or in violation of any rules about having multiple PA LTCFs (assuming no lies on the application, and everything else legit). You can indeed be issued, carry, and use 2 (or more) valid LTCFs. I'll be sending them a letter to see if I can get that in writing. ETA: Guess I'll be applying for one here in Lebanon. I need a backup

I guess many of our counties are placing us in violation of the law, huh?
In most counties, that little plastic card is simply 'proof' that you have a license; at least in Lackawanna, the LICENSE as a tangible object is kept on file in the sheriff's office. Is it hard to verify that you have such license? (keeping in mind that 'license' is permission or verification of the qualification to perform a specific act or function)? Not at all. If an officer runs your OLN or address in my county, any LTCF associated with that operator number or address is immediately indicated on the comm center's screen. If you are charged with some type of vehicle violation (outside of a ticketable offense), that little plastic card is NOT GOOD ENOUGH for the courts; the officer must obtain a certified copy of the license. All of my fed 'licenses' indicate that they are proof that I have met the qualifications, and that I have been granted a license by the related agency for the 'rights' earned. Also, no 'driver's license' card? GENERALLY, you will be issued a warning that will turn into a ticket if the card isn't produced within a specific period of time. I say generally, because you CAN be issued a failure to produce citation on the spot, but virtually any magistrate will toss the citation when you produce the card. Federal law is specific; I must produce the CARD as proof of licensure , but the card is NOT the license. It seems that problem resides with the misuse of the term license by the state, and we can second-guess the meaning all that we want, but none of our disagreements will solve the badly-worded statute.

It was my understanding that the LTCF is NOT associated with driver's license in PA.....so just running an OLN will not show that a LTCF is issued.
