Unless I am misunderstanding your post...that is a valid requirement from the Uniform Firearms Act:

"A license shall not be issued to any of the following:

(ix) A resident of another state who does not
possess a current license or permit or similar document
to carry a firearm issued by that state if a license is
provided for by the laws of that state..." *

Misunderstood.

I was taking a stab at Philadelphia just saying I believe they would do everything in there power to DENY on any bs reason. After all the do not seem to respect the UFA your quoting.

Yeah. The irony is that whenever it suits their purpose, they'll quote 'chapter and verse', but when it doesn't they'll say "It's Philadelphia. That doesn't apply here. We have our own rules."
