Question about a permit for Pa and Oh

I am in the Army and I am stationed at Drum in NY. I have a CCW permit for NY. You have to have one to even own a handgun. AND, in order to get that I had to get a NY drivers license.

Now… one, I am still a resident of Pa… how do I prove that to get a permit from them, and two, I will be traveling back and forth to Oh quite a bit. They don’t issue non-res permits, what do you guys do that live over on the west side?

Utah permit. covers you in both states! The last class held which I attended had a couple of people from NY in it. Check out the www.fireinstitute.org

Ohio and PA do NOT have resiprocity yet!

For Pennsylvania all you have to do is apply for a nonresident license from Centre County (http://www.co.centre.pa.us/sheriff/l...pplication.htm). No muss, no fuss, no having to prove Pennsylvania residency. Sorry to report, but it might take all of two whole weeks from mailing the application and receiving the license.

Completed and Signed Application must be accompanied by the following:

1. A photo copy of a license to carry a firearm (concealed carry permit) from your home state if that state has a concealed carry law.
2. A photo copy of your Driver's License.
3. A self addressed stamped envelope.
4. $26.00 fee for five year license and out of state processing. (Check/money order made out to Centre County Sheriff.)

Can't answer the question about Ohio, though.

thank! I get home next month and in August I will be in Pa for two weeks with my dad. I will stop into the courthouse there and see what they say.

IIRC, when I was in, I kept my home of record as Pa. I did not have to pay Pa. income tax as I earned the money 'out of state'. But for drivers license etc., I could name Pa. as my official state. I could have named any state but being from Pa., it seemed easiest to stick with it!

Things (law) may have changed. I don't think you could claim residency with NY and PA at the same time at least technically. There could be an exception for being stationed in NY, NJ etc. for licensing reasons. I would check with your provost or if you know someone in JAG to be sure you do not run afoul of any state or federal laws.

If you're going to Ohio, you're PA LTCF will be no good there. It's pretty easy and quick (at least it was for me) to get a Florida "Concealed Weapon/Firearm License." Mine took around three weeks to get, faster than some sheriffs issue around here, and it just requires training--any sort of NRA or "government issued" proof of firearms safety training will do-- being fingerprinted, getting a passport photo, and getting the form notarized. I've also heard of their processing taking around 90 days, so I guess their processing time really is a crapshoot.

nope, no laws broken. I am a resident of Pa, that is my home of record. it is where I vote. But since I am in the Army and living in NY I could and did get a NY State drivers license. I only pay NY property tax because I own a house... I know, it's weird. I own a house have a DL and live there, but I am not a resident. I would have to go to the court house to change my residency, which I would never do! NY is one screwed up state!

I think Big Dog's link was because you have to take a Utah approved course in order to get a Utah permit. The Fire Institute is probably approved to give that class.

I thought New York didn't issue permits to non-residents. How can you have one if you're still claiming to be a Pennsylvania resident? I'd think in the opinion of New York, if you have a house in New York, and a New York driver's license, you're a New York resident, whether you like it or not......
