Default philadelphia concealed carry

hi all,

A friend of mine is telling me that we can not concealed carry in Philadelphia. We both have PA permits. I am reviewing 18 PA C.S. sub sections 6106 to 6109 and see nothing that states this. 6109 saying that "throughout this Commonwealth."

I'm sure this has been covered before and I tried using the search, I just want to be sure I am not missing anything and that i am not giving him any wrong info.

you most certainly can CC in philly if you have a PA LTCF.

He is incorrect.

The only real difference in regards to Philly, is that you need a LTCF if you wish to carry openly, where you do not need one to do so elsewhere in PA.

I CC all the time here.

The only thing that sets Philthy apart from the rest of the state in terms carry is that you need the LTCF to OPEN carry. That's it. So start packin'.

On what grounds is your friend claiming you cannot carry in Philly?


§ 6109. Licenses

(a) Purpose of license.--A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle throughout this Commonwealth.

"Throughout this Commnwealth" means the whole, entire state of PA.

i dont know where he got the idea that cc was not ok in Philly. seems that he "heard something" and I'm sure it turn into a misunderstanding.

In addition to the LTCF being valid "throughout the commonwealth", as pointed out above...

18PACS§6108 addresses cities of the first class (Philadelphia) specifically.

in Philadelphia.
No person shall carry a firearm, rifle or shotgun at any time
upon the public streets or upon any public property in a city of
the first class unless:
(1) such person is licensed to carry a firearm; or
(2) such person is exempt from licensing under section
6106(b) of this title (relating to firearms not to be carried
without a license).

There seems to be a great many people who believe this. My father - the one who first introduced me to firearms - was under the belief that carry, concealed or open, was illegal in the city. I have also heard this from several far less knowledgeable friends, once they found out that I had applied for my permit.

People don't read the laws properly - they go out of their way to make others feel comfortable at the cost of their freedom. I wouldn't ever advocate the inverse. However, if someone complains about your freedoms, it is as much your responsibility to respect the opposing viewpoint as it is to defend your own. That's the only way to educate those who do not know.
