Brick,
you could try raising the rear of the rack or lowering the front,essentially tilting the vertical plates forward enough to resist vibration from knocking over the other plates. 27hand

Try making a hanging rig...
Take 2 4x4 posts, run rebar across to connect the 2 posts together. the just fab up some steel plates to hang down and then you can shoot them. That is what is at our range.
