The reality of a high stress shooting incident is that most people never realize how many shots they took, until someone tells them after. I have worked with soldiers and police alike who, even under training scenarios, have thought they took a couple of shots, only to find their magazines empty. Regardless of training, the perfect sight picture we train with on paper, never seems to happen when there is the stress of a person shoting back. So, the low hit to shots fired ratio is expected. Remember, most small town police have never had to "break leather" in anger. Many will turn their weapons in having never fired them anywhere but the range, same is true in many cities. Even in the military, with as uch simulated stress as they train under, one of the reasons that the M-16 no longer has a full auto selection, is that soldiers under stress would run through tons of ammunition without hitting anything, and the 3 round burst at least makes you have to think to repull the trigger.
