It is going to get much worse before it gets better. I was told by the 2nd largest Federal dealer in the country that the gov't is requiring 80% of the ammo making in this country. They are producing 9mm, .45 ACP, and .223 (5.6mm) ammo only.
Federal has no plans to produce ammo for the public. Their .22 RF line is not scheduled to produce any ammo until May, 2008.
By the way, his warehouse was just about empty.

I was informed (true or not) that Winchester is producing all of its ammo for the government, and none for the civilian market.
