No, it comes from "on the job" training.
Police receive a small amount of state sanctioned training and then they hit the streets under the supervision of the more experienced officers.
They do as they have been taught, on the street, by other officers. Even if it contradicts what they have learned in the academy.
Example: Traffic stop.
The first time they see someone stopped, that admits they have a firearm, they see that the gun is taken, serial numbers run and 50 questions asked. So, next time they come across that situation they do as they witnessed and were shown how to do it.
It's become common, but incorrect knowledge that the first thing you do when you see someone doing something "questionable" is demand their ID.
People largely (nearly unanimously) comply. Even those who know they are not obligated usually comply. After all, they don't want to
give the officer a hard time. They're just doing their job...
