We purposefully started a brushfire in this manner to clear some area on some family land. Just filled some gasoline up in a milk jug and shot a tracer at it...the first one didn't ignite it, but when we shot the second one into the ground it started up...slowly...it wasn't some magical blaze of glory.
So yeah, you've got the basic idea..I think mythbusters did an episode with this and they were only able to get gas in a gas tank to ignite off of tracer rounds.
