This is all bad enough, think how bad without preemption as well.

How much extra handling of firearms would technically have to occur to remain in compliance?

As we know, handling is usually the point in which mistakes are made, weapons are dropped etc.

IANAL but I think the right (or in our case wrong) court might find against a carrier. I think they would attempt to follow the logic that the state reference is meaning the same home state throughout the sentence/provision.

I prefer Headcase's view of it, though.
