Some confusion over vernacular.
Most full length sizing dies will undersize the neck on the upstroke and the narrowed neck passes through an expander (aka mandrel) of the desired final diameter on the downstroke. These operations are usually performed simultaneously with the decapping and body sizing function especially with a two-die set.
The collet, if used, is for compression only - it does not expand nor does it touch the interior of the case.
If you remove your the 'decapping' device you'll see that it is also the expander (mandrel). Check its largest diameter - if too small than its the problem.
