The only way for us to get rid of the PICS system is to revise subsection 6105 to eliminate the additional disqualifying violations that PA has imposed on top of the federal DQ's.

The FBI's NICS can only operate with the federal DQ's and doesn't account for additional state requirements. If we got rid of PICS without getting rid of 6105, someone could get wrongfully approved but be legally disqualified from owning under state law.

Pennsylvania's own laws requires we use a POC system, ...PICS.
