This has been going on for many years and the Swiss Gov't is willing to pay the U.S. big fines for sending people to the U.S. and getting the wealthy people to put their money into the Swiss UBS accounts. Below is the entire article which explains it better than I can.

Switzerland has been in the banking industry since banks were just a guy with a couple rocks in a fold of his bearhide. Absolute privacy in all banking matters is national law in Switzerland, so even if a bank wanted to cooperate with the US they're prohibitted by law from doing so. It's why Swiss bank accounts are loved so much, the bank cant even legally disclose that there are any accounts at the bank, let alone who holds them or how much is in them. There are exceptions, but not many.
