Harrisburg says it has to be displayed but not necessarily on you back. Had to get that changed b/4 they work to eliminate the part about displaying...

I think that the 'usual' early sell out WMUs will still go early but the mixture of people getting those anterless licenses will change depending on how fast each individual county gets into PALS w/ the requests they receive...
I think about 95% of the zones sell out every year before the end of the second round. This year I expect that number to be closer to 100% because if you try getting a permit from a sold out you will fall over into another zone which will just be a wasted tag for most of us. Philly and Pittsburgh may not sell out but all the rest will without a doubt
