The only part that could be considered slanted would be the title and opening sentence, because the author assumes that a small arms designer would feel guilty over things that his tool has been instrumental in performing.
That's like asking the designer of a swimming pool if they lose sleep over the thousands of children who have lost their lives as a result of drowning in their creation.
