Traffic stops. And in many of those cases, they are driving without insurance, with a suspended or revoked (or none at all) driver's license, and in many cases, in a STOLEN car. They don't care about the law.

Although it would be unusual not to report, there is no law compelling you to report a stolen car.

Nor should there be a law requiring you to report a stolen gun. Do you want the criminal element to know that you've had a gun stolen? Now, they either know that you may be armed, or they think that you may have other weapons on site that they can expropriate at their convenience.
