Having qualified under both MPOETC and ACT235 I can tell you they are worlds apart. The ACT235 doesn't require presenting from the holster or any tactical reloading while shooting a section of the course. The max distance was 15 yards. There were no failure drills. There wasn't any movement while firing. But of course this was just the one ACT235 school I attended, maybe others are better.
