I use a steel footlocker (not the cheapo thin pressed cardboard trunks that we all took to overnight camp years ago -- get a real STEEL footlocker). I put 6 large outdoor paving stones in it to weigh it down. You can use cinderblocks, bricks, whatever home Depot has handy. That makes it heavy enough that no one is going to pick the thing up and carry it off or try to move it (they would not get more than an inch). Use a padlok, preferrably one of those special kind for rental storage locker space. Thgey are round, sort of disc shaped, with a small area of the shackle exposed and it is pretty difficult to get at the shackle with a hack saw.
This is not a fireproof set up, but then a plastic (rubbermaid) container will go up like a can of gasoline if ignited, so that's not a fire proof solution either.
