Well, it's a common misconception that criminals are stupid, unable to coordinate, and will back down when told, "I don't have my wallet with me."
Those who chose to prey on society are crafty, brazen, and simply good at it.
I've seen some really damn aggressive, fearless criminals that were just plain good as a result of having done it for so many years that they've formed simple, yet ingenious plans.

We've seen all sorts of inert sprays before. We really don't even want to use water in there. With the pushing and struggling that often goes on in there, people trip and fall even on a dry floor. Creating a wet floor during all that commotion is a recipe for serious injury. Just announce you sprayed a role player, and he will respond accordingly.
