The House bill you're looking at was submitted in 2007. It died in committee, never made it to the floor.
The current AWB bill for 2008 was submitted to committee by 3 Republicans, including my congressman Mike Castle. That bill has stalled in committee and will not make it to the floor.
So we'll have to wait until next year and someone will try submitting another AWB bill.
Can't believe all the folks freaking out on a bill that died over a year ago.
