Didn't you have an extra 100.00 in that wallet before the officer took it from you? Aren't you missing your American Express card now? Officers are NOT supposed to touch your wallet for this exact reason.
I don't see how that off duty officer has the right or privilege to demand that you hand over your wallet so he can rifle through it looking for whatever he wants. You already provided him with ID. If he wants to know if you have a LTCF (even though you don't need to show it to him) he could have called it in.
What gives an Off-Duty officer the right to disarm a legally armed citizen for no reason what so ever? That "for officers safety" is bullshit as he isn't in any danger and he has no legal reason to be speaking with you.

The first vehicles normally on the scene of a crime are ambulances and police cruisers. If you are armed you have a chance to decide who gets transported in which vehicle, if you are not armed then that decision is made for you.
Be prepared, because someone else already is and no one knows their intent except them.
