having a small amount for personal use is not a felony. Personally, I think the criminalization of posesion creates far more crime than if if it were legal in the first place.
If you make it legal, and cut the dealers out of the loop you will be far more efective than trying to bust every single dealer on the streets.
That's a whole nother debate.
