I have dessicant packs in my cabinet and that along with the central air unit in our house keeps all moisture at bay. I recharge the packs once or twice a year by baking them in the oven at low heat for several hours. Have never had a rust issue by doing this.
Again if possible, get the safe to higher ground.

Ironically it is also the best place to have your safe.
A 1200lb safe with another several hundred pounds of guns and ammo can be an issue on your first or second floor.
