Good information, you beat me to the post, I just found it in today's legislative update. But for those who care, don't think that this can't or won't be enforced even if it does conflict with other parts of Title 18! By having conflicting laws, it gets thrown to the courts, can you guarantee that the judge that might review this will kill it?
