Date of manufacture. And the "F" is the fourth letter in the
cyrillic alphabet. Approximately equivalent to our G.

Serial number issued at the factory. Any numbered part should match this number. Not a dealbreaker if it doesn't, it means it was rebuilt or repaired at some point in time. Does it have an "SA" stamp on it, by any chance?
Many Mosins and a few SVT-40s came into the US in the 1950s & 60s from the Finns as surplus, his rifle could have been one of that batch if SA marked.

Based on the date, it's probably a garden-variety M1891/30 since it predates both the M1938 and M1944.
