First, as mentioned, a lawful possessor of a firearm has little concern for jo-popo discovering a concealed firearm. As has been illustrated on this forum with recent events, you may get hassled and have property siezed unlawfully. All can, and will, be rectified using the appropriate means.
Second, I believe that Ayoob had a magnificient article on the fact that just because someone is running from their position/you does not mean that a threat is not presented. Especially if the actor is armed and states that they "have a gun". It is possible that they are moving to a better fighting position, such as cover. Also possible is the threat to the public at large.
Third, I think I would rather have an Act 120 hero popping caps in my hood than a felonious shitbird. Other than in the air or occasional criminal act, I wonder how much shooting the criminal gets in

Maybe they do get a lot in in the coal regions (lots of areas to shoot), but in an urban setting it would be tough.
Lastly, my son or daughter running from a kegger. I doubt it! Don't get me wrong, my kids could be at the kegger (hell, they would probably be collecting the cover charge

), the running part is funny! It would be one of their Uncles chasing them anyway. They would rather get the ride home
