That's because to purchase handgun ammo you have to be 21 or over. To purchase rifle/shotgun ammo you only have to be 18. Seems silly to me, because a lot of "rifle" ammo out there is ALSO used in some handguns (especially .22's) How are any clerks supposed to know if the "rifle" ammo they are selling is actually going to be used for a handgun? They DON'T!
