XD, section 6107 states:

"No person shall carry a firearm, rifle, or shotgun upon the public streets or upon any public property during an emergency proclaimed by a state or municipal government executive unless the person is

(1) Actively engaged in a defense of that person's life or property from peril or threat.
(2) Licensed to carry firearms under section 6109 or is exempt from licensing under section 6106(b)"

I think you may be right then unless I am reading it wrong.

There is no "OR" at the end of section 1. So I guess you could carry during a state of emergency, but you had better be able to prove in the court of law that you were in peril...pretty loose language if you ask me which could be good or bad depending on the lawyer you have.

Either way, the real question I want answered in this thread, without any doubt is:

Can I walk the streets of downtown Harrisburg, including the state capital with my WASR slung on my shoulder and a magazine loaded?

Obviously I would expect to have Harrisburg CRT (crisis response) there in minutes because heck, if I saw someone open carrying an AK I would be calling 911 ASAP.
