yes, in PA it is legal to carry (on foot) a loaded long gun open or concealed without an LTCF.
this is the case simply because there is no law against it.
i would expect some major hassling in most places if you go walking around with an AR or AK slung over your shoulder, though.

no. one of the things an LTCF does is allow you to carry during declared states of emergency.
